In general, laws are created as a reaction to advocacy, protest, research, and ultimately support from legislative lawmakers. It is essential to the needs of the most affected
communities to understand every human born into any society, should have the chance to grow within a somewhat peaceful environment.
It will always remain with the community the large responsibility of safety and progress. Should the citizens ever accept the labels or give in to the notion that some deserve to be viewed as "Born Sinners", that they will only be a terror because of the environment one is born into, then it is the society's fault, the citizen is a victim.
